<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">2009: Thirteen studies with a positive impact on drinking

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Anderson et al. (2009) reviewed thirteen longitudinal studies conducted in several countries, and including over 38.000 youngsters aged 10-21 [1]. Twelve of the thirteen studies found an impact of exposure to alcohol marketing practices on subsequent alcohol use, including initiation of drinking in previously non-drinkers and heavier drinking amongst existing drinkers. The thirteenth study found a positive effect on the intention to drink alcohol [2]. The strength of the impact differed between the studies, but the review showed that there is conclusive evidence that exposure to alcohol marketing is associated with the initiation of alcohol use and with increased drinking among those who already drink. The findings of Anderson et al. are supported by two other systematic reviews [3, 4]. A recent study questioned 3.890 US students once per year from the 7th through the 10th grades [5]. This research concluded that alcohol ad exposure and the affective reaction to those ads influence some youth to drink more and experience drinking-related problems later in adolescence [5].

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Impact of brand allegiance

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Cross-sectional studies also find a positive effect of alcohol marketing on the drinking behaviour of young people. Lin et al. (2012) find exposure to all forms of alcohol marketing is associated with drinking by young people [6]. They also found that having established a brand allegiance at age 13-14, was related to drinking patterns including consuming larger quantities [6]. Another cross-sectional study found that exposure to alcohol advertisements among Australian adolescents is strongly associated with drinking patterns [7]. More recent research examines the effects on online alcohol marketing. This study in which over nine thousand adolescents in Germany, Italy, the Netherlands and Poland were questioned, found a dose-response effect on alcohol consumption, specifiaclly, the association with binge drinking becomes stronger with high levels of exposure to online alcohol marketing [8].

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Alcohol marketing and sport

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Furthermore, it has been well established by many studies in Australia, New Zealand and the USA that sportspeople drink more alcohol in a more hazardous manner than non-sportspeople [9-15]. Additionally, it has been shown that levels of heavy episodic drinking have increased among young people, especially amongst sororities, fraternities and athletes in the USA and the UK [16]. Importantly, two studies in Australia and New Zealand showed that sportspeople who are sponsored by alcohol-related industries drank in a more hazardous way than those not sponsored by alcohol industries, and those who have non-alcoholic sponsors [9, 17].

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Summary

<div style=\\\"\\\\"\\\\\\\\"\\\\\\\\\\\\\\\\"\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"text-align:\\\\\\\\\\\\\\\\"\\\\\\\\"\\\\"\\\">Research indicates that the amount of exposure to alcohol advertising and promotion through various media affects youth drinking behaviour (lowering the age of initiation and leading to heavier consumption in those who are already drinkers). This conclusion is supported by several empirical- and review studies, published in peer reviewed journals [4] and by the Science Group of the Alcohol and Health Forum of the European Commission [18]. Alcohol branded sport sponsorship is able to add to the exposure of alcohol advertising since most sports are viewed and visited by many children and young people.

01-03-2013 - Health First: An evidence-based alcohol strategy for the UK
‘Health First: An evidence-based alcohol strategy for the UK’ sets out for the first time a series of no-nonsense recommendations to tackle the harm caused by excess drinking across the UK. It calls for the UK Government to prioritise Minimum Unit Pricing (MUP), amongst a set of key policies aimed at curbing the nation\'s drink problem. The strategy was developed by a group of experts independent from government and the alcohol industry under the auspices of the Alcohol Health Alliance.

Although the strategy was developed for the UK, it contains evidence and policy arguments which will be of interest to all researchers, advocates and policymakers across Europe who are seeking to address the harms of alcohol.

14-02-2013 - New study on early drunkenness as a risk factor for problem behaviors among adolescents
Many studies have reported that the earlier the age at first drink (AFDrink) the higher the later drinking levels and related problems. However, unless adolescents proceed into drunkenness, it is unclear why consuming small quantities at early age should lead to later problems. This study investigates the link between AFDrink and problem behaviors (smoking, cannabis use, injuries, fights, and low academic performance) among 15-year-olds who did and did not proceed into drunkenness. Among those with drunkenness experience, the study tested whether AFDrink predicted problem behaviors over and above the age at first drunkenness (AFDrunk).

To the extent that the scientific evidence supports the reduction of alcohol consumption through regulatory and legal measures, the academic community has come into increasing conflict with the views of the alcohol industry. It was concluded that the alcohol industry has intensified its scientific and policy-related activities under the general framework of corporate social responsibility initiatives, most of which can be described as instrumental to the industry\'s economic interests.

22-01-2013 - Alcohol problems in the criminal justice system - New WHO study
Alcohol is linked with crime, especially violent crime. Many people are incarcerated because of alcohol-related crime. Alcohol is not permitted in prisons except in a very few cases, and illicit use of alcohol in prison is not a major problem. Nevertheless, imprisonment gives an opportunity to tackle alcohol problems in prisoners, with the potential for positive effects on their families and friends and a reduction in the risk of re-offending, the costs to society and health inequalities.

This publication describes an integrated model of care for alcohol problems in prisoners, with elements for best practice. The model starts with assessment of the seriousness of prisoners’ alcohol problems, using a validated screening tool, the WHO Alcohol Use Disorders Identification Test (AUDIT), and calls for interventions tailored to prisoners’ specific needs.

02-01-2013 - The Rise of Strong Beers in Europe
Beers with a high alcohol content are prevalent throughout Europe. They are also easily accessible, relatively inexpensive and often packaged in ‘super-sized’ containers (up to bottles of three litres).

These are some of the conclusions of the report \'The rise of Strong Beers in Europe\', a research conducted by EUCAM, through volunteers in 16 European countries. The volunteers took note of all the beers sold in two supermarkets and two specialized stores in their hometown. Their target was to look for beers with an alcohol content exceeding 7%.

This resulted in the identification of 734 strong beers, which were evaluated on the following characteristics: brand, type, alcohol percentage, volume of the container, and the price at which the product was sold.

This 16th conference in the Alcohol Policy series will explore progress in advancing sound alcohol policies at the local, regional, national, and international levels. Since 1981, when the first in this series of alcohol policy conferences took place, experiences in alcohol policy research, development, implementation, enforcement, and evaluation at all four levels have acted as building blocks to identify and promote evidence-based strategies, and to bring focus to the need for alcohol policy reform. The 2010 Alcohol Policy 15 conference stimulated renewed interest in alcohol policy, resulting in a number of regional alcohol policy conferences across the country.

The school of public health (MakSPH) will provide the office space, furniture and the basics for the secretariat.

The primary purpose of the symposium is to provide a forum where researchers involved in studies on alcohol can exchange ideas about their ongoing research. The scope of the symposium includes studies of determinants and consequences of drinking, drinking practices, attitudes and the social and institutional responses to drinking related harms. Empirical research, theoretical papers and reviews of the literature are welcome. Epidemiology is broadly construed and includes research in a variety of disciplines, such as psychology, sociology, criminology, economics, history and other disciplines. Papers on other forms of substance use such as tobacco and drugs are also accepted but more especially with the way they relate to alcohol use.

20-11-2012 - Assessment of young people’s exposure to alcohol marketing in audiovisual and online media
Evidence strongly suggests that alcohol advertising will increase the likelihood that adolescents will start to drink alcohol at a young age and may increase alcohol use among those who already consume alcohol.

It is against this background that the European Commission Health and Consumer Directorate-General (DG SANCO), by way of the EAHC, commissioned RAND Europe to carry out an assessment of young people’s exposure to alcohol marketing through television and online media. The overall aim of the work presented in this report was to use novel approaches to measure alcohol advertisement exposure among young people in Europe through audiovisual and online media.

20-11-2012 - An overview of the market for alcoholic beverages of potentially particular appeal to minors
The National Heart Forum (NHF) and the Health Action Partnership International (HAPI) launched a new report commissioned by the European Commission to provide a European Union wide overview of the market and regulation regarding types of alcoholic beverages with potentially particular appeal to minors.

This topic is important because minors are at disproportionately greater risk from the harmful effects of alcohol than their parents or adults in general, and harmful drinking patterns in early life can have lifelong consequences. Thus, if there are alcoholic beverages that particularly appeal to minors and contribute disproportionately to alcohol-related harm, it is important to know this. The report aims to provide better understanding of alcoholic beverages that appeal to minors and to inform those who have responsibility for advising on alcohol policy either at country or European levels.

18-07-2012 - Study on the effect of alcohol portrayals in movies, music videos and soap operas among youngsters
Alcohol misuse among young people remains a major public health concern causing many social and (mental) health problems. In the last decade, more attention has been paid to the question whether alcohol portrayal in the media partially accounts for alcohol consumption of young people. Alcohol portrayals on-screen are quite common and widespread. Content analyses over the past years indicate a high prevalence of alcohol portrayal in movies and music videos.

The association between alcohol portrayals on-screen and youth alcohol use has been studied extensively. This review aims to provide an overview of the existing literature on the effects of alcohol portrayal on-screen on alcohol consumption of young people. Moreover, it discusses remaining gaps and future challenges in this research area.

12-06-2012 - Study on optimal level of alcohol consumption for chronic disease prevention
BMJ Open published recently a research paper on modelling the impact of changes in average alcohol consumption levels in England, with a view to identify the optimal level of population alcohol consumption for chronic disease prevention.

The study highlights that alcohol consumption is a risk factor for many chronic diseases, while providing modest protection from others. Assessments of the impact of alcohol on individual chronic diseases can therefore result in contradictory advice about the level of alcohol consumption that is optimal for health.

According to the study, the UK Government currently recommends that men should consume no more than three to four units per day (24–32 g/day of pure alcohol) and women should drink no more than two to three units per day (16–24 g/day). However the net impact of this level of consumption on chronic disease mortality is unclear.

Results suggest that the optimum population level of alcohol consumption for minimising chronic disease mortality in England is just 5 g (approximately half a unit) per day.

Current recommendations for alcohol consumption are well above this level and may not be compatible with optimum protection of public health. Substantial reductions in recommendations and in population alcohol consumption levels would be needed to minimise the chronic disease burden associated with alcohol consumption in England.

Community beliefs in the protective role of alcohol in cardiovascular disease are widespread; however, our modelling shows that when multiple conditions are considered simultaneously, the levels of alcohol that would actually be likely to be associated with reduced risk of chronic disease are much lower than is generally accepted or recommended by government.

18-07-2012 - New ESPAD study shows a reduction in heavy episodic drinking among youngsters
Overall, the use of illicit drugs among 15–16-year-old school students appears to have stabilised, according to the latest European study of this group published by the European school survey project on alcohol and other drugs (ESPAD). The report, based on a 2011 survey in 36 European countries, also reveals a reduction in ‘heavy episodic drinking’ (five drinks or more per occasion).

12-06-2012 - RAND launches a new study on the affordability of alcoholic beverages in the EU
RAND Europe has recently launch a new study on the affordability of alcoholic beverages in the EU. Policies related to alcohol pricing, promotion and discounts provide opportunities to address harms associated with alcohol consumption. However, there are important gaps in information and knowledge about various policyrelevant aspects of alcohol retail and pricing. This information could help governments to plan their alcohol strategies better and develop evidence-based policies.

To address these knowledge gaps, this report presents findings from RAND Europe\'s research, which focused on the following four areas of inquiry: the link between changes in excise duties and changes in alcohol consumer prices the trends in the ratio of on-trade to off-trade consumption of alcohol, and their drivers the scale of alcohol price promotions and discounts in the on- and offtrade across the EU regulations in Member States on price promotions and discounts, their compliance and effectiveness.

18-07-2012 - New report by CAMH on alcohol consumption, dependance and attributable burden of disease in Europe
This report provides a timely and comprehensive review of the relationship between alcohol consumption and harm in Europe. While European alcohol strategies have typically focused on reducing alcohol misuse through controls on availability, marketing and price, and drunk‐driving countermeasures, this report highlights the considerable potential to reduce alcohol‐related harm through wider implementation of individually directed interventions for people with alcohol dependence.

There is now a considerable evidence base which supports the effectiveness and cost effectiveness of brief interventions, and a range of specialist treatment for people with alcohol use disorders. However, this report highlights the current gap between evidence and practice. Less than 10% of people with alcohol dependence receive treatment in Europe; and yet alcohol dependence accounts for a substantial proportion of all harm associated with alcohol.

12-06-2012 - Finnish Ministry of Social Affairs draft bill to limit alcohol advertising
The Ministry of Social Affairs and Health has circulated a draft bill to limit alcohol advertising for comment.

The draft bill specifies that advertising of spirits would continue to be prohibited. The draft bill would prohibit advertising of mild alcoholic beverages outdoors and in public premises but would continue to allow advertising at and outside points of sale and in restaurants. This would mean that alcohol ads would disappear from bus stops, sports venues and athletes\' shirts. Alcohol advertising would also be prohibited on TV and radio before 23.00.

Advertising for mild alcoholic beverages could continue to be published in other media, but the content of the ads would be restricted to elements specifically allowed, such as the price and image of the product advertised. Promotional tools such as marketing lotteries, online video ads and games would be prohibited.

26-11-2010 - Alcohol leads the list of harmful drugs in the UK
A recent Lancet publication (Nutt et al., 2010) reported the conclusions of multi-criteria decision analysis on drug harms, conducted in the UK. During a meeting in June 2010, members of the Independent Scientific Committee on Drugs (ISCD) and two invited specialists scored a list of twenty drugs (0 to 100; where 0 is no harm and 100 is the maximum harm). Criteria analyzed were both personal and social, and there was a total number of sixteen, such as drug-specific and related mortality, drug-specific and related damage, dependence, drug-specific and related impairment of mental function, and loss of tangibles and relationships (related with personal factors); crime, environmental and international damage, family adversities, economic cost and community (related with social factors).

Analyzing harm to the users, the most harmful drugs were crack cocaine (37), heroine (34) and metamphetamines (32); analyzing harm to others, the highest scores were for alcohol (46), heroine (21) and crack cocaine (17).

When both scores were combined, alcohol lead the ranking with 72 points, way ahead of the second and third positions (heroine with 55 points and crack cocaine with 54 points), and almost three times more than tobacco (26).

The correlations between the overall scores and the present classification of drugs in the UK was 0·04, showing that there is effectively no relation.

29-03-2010 - Further evidence of the effect of alcohol pricing on health
A research group from Sheffield University has investigated the effect of alcohol pricing policies on health and health-economic outcomes in England. The Sheffield team estimated that establishing a minimum price, as well as restricting promotions, would be the most effective way to reduce the harm caused by alcohol. More specifically, setting the minimum cost at 50p per unit of alcohol would save up to 50,000 people from illness in ten years, mainly on people aged 45 and older.

These recommendations have presumably influenced the UK government by Chancellor Alistair Darling in his decision on raising alcohol duties.
